Basically this is what progesterone also causes during the second half of the cycle, but if you give an unnecessary high dose, the shrinking will be exagerated and the endometrium will not be able to accept a fertilized egg during the next cycle.

I did studies on this (compared the endometrial effect of norethisterone to that of provera and 5 mg norethisterone proved to be equal to 10 mg provera. As 10 mg provera is more than enough for the endmoetrium, the same is true for 5 mg norethisterone).
