PCOS and IR

I am kind of confused about what PCOS is and the relation to IR. I just read on this forum that PCOS is a metabolic disorder linked to IR. When I went to the doctor - my blood sugar levels are normal - no IR - and all hormone levels came back normal...So i dont understand what is causing the PCOS.
