It is not unusual to have normal levels on this. Did he look at your FSH/LH ratio? How about glucose/insulin testing?

Yes, but the ovulation kits (please check behind me) aren't very accurate for those with PCOS.

It is possible it could have been a cyst. Your doc may be able to diagnose PCOS, but not treat it. It might be better to call around on the docs in your insurance and ask a few PCOS treatment questions. One of the first would be: do you use Metformin in the treatment of PCOS?
