Sounds like classic insulin resistance which is a cause of PCOS. Educate your self and look into a low carb diet. Insulin converts carbs to energy. If this isn't happening then it is stored as fat primarily around the middle.

Check out PCOSupport.org and sign up for some of the lists. I have learned so much from the 4 lists I'm on. Take the test and read all the info.
