You mean a horizontal septum. Don't do any dissection nor excision. Do a plain opening of the existing hiatus with 3 or 4 radial incisions and continuous sutures on the edges. Keep as much vaginal tissue you can. She will have to have sex as soon as possible (once you allow her) to avoid stenosis. That is the most effective vaginal mould. But I wonder wether this septum is the cause of the sterility.
