She has chronic hypertension with superimposed toxemia, by definition the amount of proteinuria she has makes it severe toxemia. She needs hospitalization, MgSo4, BP control and delivery by the most expeditious means possible. You can try induction if the cervical is ripe enough or if you are a gambler, but if no response within a short period of time, 8-12 hours, C/S. If you're not in a tertiary care center with ventilator support, transfer her.
