If you do an induction too early you will end doing a C-section just as you will get an unripe apple if you pick it green. 40 weeks is a ticket to C/S. We use to induce at 42 weeks (LMP). Every woman has an early US (<12 w) so the terms are supposed to be correct (+/- 5 d). Only ten % of the babies had clinical signs of post maturity in the last survey we did. Our ability to determine the actual term is as bad as our abilty to assess fetus' size and weight. The point is there. But how can we do it otherwise? The risk would be to miss true post mature, and to loose some of them.
