Your concern about the infringment on personal liberties is well-taken. And that is why these issues must be well thought out. I am certain that the behaviors at issue are primarily aimed at the illegality of the substance of abuse. That is understandible because of the social pathologies associated with the use of illicit substances. The examples given relating to "child-abuse" perhaps are different than those of fetal abuse which was the question here. Fetal abuse is no doubt new grounds for prosecution and is worrisome as you have pointed out. Certainly, with infants and children parents have been charged with reckless endangerment, neglect and so on. The answer to the problem is not clear, but a reassessment of our system of socially acceptible behaviors may be in order.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
