I think this depends on the degree of mutilation. The midwife that I worked with has had pretty good success with keeping women intact with no episiotomies. It is my understanding that some cultures sew back up to a tiny hole just small enough for menstruation, and urination, while others just slice the little girls up and leave them to heal up on their own.
