I would give a course of vibramycin 100 bid for 10 days. Would go back to basics and try the pill again qid (ovral or lo-ovral) until bleeding stops then bid for a cycle.

If intractable then I would use the higher doses of depo-provera. ie 300 IM then 150 to 300 monthly.
