Depends on who you ask; the American Cancer Society, e.g., would disagree with you:

CERVICAL CANCER ACS CHECKUP GUIDELINES

Pap test and pelvic exam for women who are or have been sexually active or have reached age 18, every year; after 3 or more consecutive satisfactory normal annual exams, the Pap test may be performed less frequently at the discretion of the physician.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
