Are you sure it is a neurological tumor? It looks more like a mere reactional tumor. On a stitch or on an infectious site. The treatment is a wide (not too much) resection.

Another thing you can try before operating on is local instillation of anaesthesics.

If it is really a neuroma the problem can be more acute & difficult to cure.
