Horrible case

I have a 14 yo patient, who has had 13 partners in the last year. She came to see me because she thought she was pregnant and had HIV. Thankfully the HIV was negative (at least right now) and she mensturated, but she was positive for chlamydia and her ectropion was extremely friable.

Here is my question. Her mother is a alcoholic, chronic marijuana user, former inmate, former crack cocaine and iv drug user (positive HAV, HBV, HCV) (get the picture) who has no relationship with her daughter, and there is no male influence in her life. Someone needs to sit down with this girl and talk with her. Is this my place to talk with her? Do I inject my own moral and ethical belief? I feel that someone needs to take over raising this kid because she seems like a basically nice and intelligent child that is looking for love in all the wrong places. Or, do i just send her to a social worker, minister, priest, and just keep my job on a medical level? How do I approach it, if I do take on this task?

This was not taught in residency.
