This may be the case in uncomplicated haemorrhage, but I'd be surprised if it referred to preeclampsia. Its not just coagulation problems secondary to consumption of platelets is it? There is activation of the clotting cascade via thromboplastin release from the placenta and damaged endothelial cells. This leads to clotting factor consumption independent of platelet count.
