Dear friend: a Doula is "a supportive labor compagnion." She is employed by the woman not the hospital. It is an advanced type of labor support and should be considered organizationally as not different from labor coaches. I suspect that the issue here has little to do with the doula and a lot to do with the the overall environment that you are trying to change. Suggest that you contact Penny Simpkin who will be cced above. She will be able to give you. more spedific info on scope of practice from the point of view of the national organization of doulas.
