The Foley baloon trick was one we were taught by Dr. Richard Perkins at University of New Mexico/BCMC in our residency training. We'd take a 10cc foley balloon and advance the catheter into the cervix, then add 20-30 cc of sterile water or saline. Generally we'd test the balloon first. We'd do this on evening rounds, then the next day, the cervix would be 3cm dilated,somewhat softer, and the baloon would be sitting in the vagina. We'd proceed to AROM and induce with oxytocin. This was before there was prostaglandin E2.

Although the method usually worked quite well, there were times in my recollection where there was absolutely no cervical change at all. There were never any infection problems to my knowledge. Patients who failed to change their cervices usually did quite poorly with the induction.
