re 25 weeks, transverse lie, prom, arm presentation, FHR = 80

I would start with general anesthesia, then if she is almost fully dilated - internal podalic version, total breech extraction else, cesarean delivery

This child has a 40-60% chance of survival in our nursery - 80+% if your gestational age estimate is even 2 weeks off.
