All available evidence suggests that prim breech delivery is SAFER than parous breech delivery so you should not carry out an elective delivery for all prim breeches you can allow allow them to labour. In fact no study has shown that breeches are better being sectioned.

We had an (anecdotal) case of a mother elective section for breech, arrested on the table, baby born damaged, mother survived after time in ICU.

Is this a good outcome?
