Actually, I would agree, sort of. If you were doing an ultrasound for some other reason, WHY DIDN'T YOU scan the cervix?????? I think that is a VERY reasonable question.

The problem before us, I think, is "Should we scan ALL pregnant women SPECIFICALLY for funneling, and cerclage those who have it?"

To scan or not to scan, THAT is the question.
