The FP called the local MFM, without calling me first, and they recommended keeping her here and what treatments to give. She never mentioned transfer of care, I guess.

Why not suggest referral to a friendly neighborhood MFM? Multiple pregnancy and threatened preterm labor x 2 seems to fulfill the definition of high risk pregnancy.
