Richard- seems like your architect should know your local building codes. If you are interested, your Nevada Administrative Code is at: http://www.leg.state.nv.us/NAC/CHAPTERS.HTML, but careful with reading that, sometimes regulations can be buried under obscure headings, like the requirement for a sink may be under treating Hep B patients, or administering medications, etc. If you decide to go without, you might want to ask your DHR for a written opinion that it is OK [And NO, this isn’t legal advice!]

Our INCCCA group did 1532 colpos & VIAs in six days in Peru last month, mostly in rooms without sinks, sometimes you just have no choice. . .
