May a gynecologist refuse to perform a voluntary termination of pregnancy

Hi, In Turkey abortion on request is legal till the 10th week of pregnancy since 1983. In the Turkish gynecologists' list ( http://health.groups.yahoo.com/group/kadindogum/ ) there is a debate for more than a month. Can a gynecologist working only for the state, a civil servant gynecologist, refuse to perform a voluntary termination of pregnancy? Pro abortionists say that a civil servant may not refuse to perform a voluntary termination. He or she is obliged to do them if he or she is to continue to work as civil servant. There is no place for conscientious objection of abortion for the state employees.
