My understanding of the portability provision of HIPAA is that it only applies to people transitioning from group to individual coverage, and does not apply when transitioning from one individual policy to another. California has a high risk pool, so she should be able to get insurance, though the rates will be higher. The rates are capped in the California pool though, so they won't be astronomical.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
