I don't know about ACOG rules, but if I am not mistaken, the 17 minutes refer to evidence that no harm has come to infants taking part in ruptured uterus research if they were delivered within 17 minutes form the first CTG abnormality.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit.
