If she does not respond, and ahs a 16 mm endometrium, I would still investigate.

I would obtain Serum E2 level, and probably push on to hysteroscopy especially is she does not withdraw and if her E2 is low, because then the contents of the cavity may be a polyp or fibroid, or worse.

I do not like assumptions without confirming them.
