I'm not sure what happened, but I know I complained because even the OB techs were wielding the whackers. I argued that if a diagnosis was being made by a tech (?) that the baby was in some kind of respiratory distress, should the treatment be at least managed by a nurse.

It's like that old saying, if all you have is a hammer, then everything looks like a nail.
