It is Federal law that restricts prescriptions to the signsture of a physician. States cannot change this. Barr Labs petitioned FDA for a change int the rule to allow OTC. It was denied because the Bush Adm opposed it on the grounds that it would encourage minor girls to have sex. Same issue on morning after pill.Currently the request is before the FDA to allow OTC Rx of BCP's to women over 18 without Rx. The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
