Recall that 500 grams fetal weight is usually NOT equal to 20 weeks. The "story" in La. is that it was the undertakers' lobby that got the law worded that way, so that they would have more business (i.e. a 400 gram fetus, at maybe 22 weeks, would still fall under their "control" by law).
