Federal employees are covered under the Federal Tort Claims Act (or something like that) for any negligence in the scope of their employment. Therefore, nobody PAYS malpractice premiums, per se. They're covered by law.

The same is often true for state doctors who work for university systems... covered by statute, so no premiums are actually paid.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
