swelling during menstruation

I have a 14 year old black female who is experiencing swelling of the face (certainly the mouth) during her first day of menstruation . This began a couple of months ago - one can also see some kind of oedema of the extremities and . the patient is known to be allergic ,and at the onset of those symptoms respond to phenergan (promethazine) . Inever had a case like that in 15 years and would like to have advice about it. what could be the explaination: hystamines released at menstruation? I would be happy to learn more about it.
