It's going to be interesting to see their claim of constitutional authority to do this. I suppose it will be "interstate commerce." That's how they have tried to do "partial-birth abortion" bans and the like. They can't just make it a crime, they have to specify that it's a crime if you do it "in or affecting interstate commerce." How does getting an abortion affect interstate commerce? How does manipulating DNA in a laboratory affect interstate commerce? These bozos just rely on the sad fact that the vast majority of Americans have no clue what limits the constitution places on federal powers, and if they knew they wouldn't care.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
