Well, not necessarily. It depends on how they were taken. E.g., if the higher ones were all taken by an automated cuff, but properly performed manual ones were consistently normal, then you do not have the bp criteria met. Even if they were all done correctly, but, say, 9/10 were normal, with 1/10 popping up just over the threshold, I'd still have a hard time saying that her bp is elevated.

None of the above. Her diagnosis is thrombocytopenia.
