I agree that it sounds like a rip-off. You should get your cognates and should not have to pay extra. ABOG charges enough for certification in the first place. Maybe someone could convince ACOG to recognize ABOG rectification, and issue appropriate cognates if ABOG will not.

In most states, the continuing medical education hours do not all have to be category I. Likewise for the AMA physician recognition award (150 hours in three years of which 40%, or possibly 60%, need to be category I). I think it would be easy to convince the state medical board that since, but for the payment of money, you would have received the cognates, that they should reasonably recognized as category II hours.

The American Medical Association is no longer designating CME hours for AMA Category II CME credit. However, physicians themselves may self designate learning activities as Category II CME credit hours if they feel it is of sufficient educational merit and meets the formal definitions of continuing medical education.
