Look up any guidelines you like from any O & G College, Board, Licensing Authority or any other specialising in these things and I'll bet you won't find that VBAC is regarded as low risk. It is irrelevant whether you believe that it is low risk. It isn't. Similarly I have never heard anyone anywhere say that a 3 1/2 hour second stage is "nothing unreasonable". Perinatal Mortality is directly proportional to length of second stage, and in your case could quite reasonably be the culprit.
