This is why most guidelines suggest that you have to make the decision and start the TOP by 20 weeks. It seems that it was her decision to leave the final call until 23 but she should have been counselled very strongly to accept a cutoff of 20 weeks. If you don't make that policy then you have to accept that you are going to have to deal with this situation regularly.
