Your hymen probably just hasn't broken yet. When I had sex for the first time, it never hurt (at all ;-)) and I've been using tampons since just after I got my period when I was 12. Some of my good friends, on the other hand, who had never used tampons and weren't too comfortable with their bodies (or familiar, I should say), experienced discomfort. I recommend you try to use tampons, and if that hurts, try going to your family doctor for help inserting them. If there's a problem, she'll (let it be a woman..) let you know. Otherwise, the tampon exercise should break your hymen and you may experience *very* VERY light bleeding and then you should be fine and ready to upgrade to a fingers and then to a penis. You could also try penetration with your own fingers to see if you can 'get in' that way, saving time and money.
