Are these bumps on the areola (the colored part of your breast that surrounds the nipple)? If so, they're probably Montgomery glands, special glands to lubricate the nipple. Don't bother popping those -- they belong there!

I've never seen blackheads too close to the nipple, although I've seen them between breasts or on the chest skin above the breasts.
