Diagnosis & Treatment---why not?

I am a pharmacy student looking into why women are not being treated for osteoporosis. Through my research, I have noticed that California , in particular, has low numbers of osteoporosis diagnosis and treatment. Why do you think that is? In your organization, have you noticed special difficulties with advocacy in California? Even with Medicare making bone density testing coverage available, doctors are not taking on an active role in diagnosis. What are your recommendations for improving this situation?
