Anna, By your comment that the placenta is "on top", I assume you mean "in front" or anterior. If that's the case, then that is probably why you feel the baby less. When the placenta is anterior, or in front of the baby, it keeps you from feeling the baby in your abdomen in front, where you would normally feel it. Generally speaking, from my experience, women who have anterior placentas may not feel much fetal movement until 20-22 weeks or so... whereas if the placenta is not anterior, then they start feeling things at 16-17 weeks, which is probably what you remember from your last pregnancy.
