I was induced at 40 weeks for oligohydraminos (low volume of amnoitic fluid, determined by measuring pockets of fluid in the uterus via ultrasound). Similar to the original poster's sister's problem, oligohydraminos can indicate a failing placenta. But I was anxious about induction, so I read all my husband's old med school texts, did some more recent research, and learned that parameters for induction for oligohydraminos have changed somewhat, i.e. what would have passed for normal ten years ago is a concern today.

So I wasn't surprised to learn that out of 12 L&D rooms at the hospital the day I was admitted, 6 were inductions. It's such a hard call: induction can cause problems (I ended up with a surgical delivery, too), but it can prevent them (I had a healthy baby). What I do find disturbing is docs who induce because the patient is ready, tired of being pregnant and so on. Anecdotally, there seems to be a *lot* of that around.
