Either through a laparoscope (a telescope-like instrument inserted through the navel) or through a small incision, a woman's fallopian tubes are burned, clipped, tied and cut, or banded so the egg can't get down and the sperm can't get up. Tubal surgery to unblock tubes is known as "tubal reanastamosis", "tuboplasty", or "tubal reconstruction". These are surgeries to open blocked tubes or put back together tubes that were previously ligated. Sometimes this surgery can be performed through the laparoscope, but often it is done through a bikini incision. Specialists in infertility, or reproductive endocrinology, are your best bet to ask whether you are a candidate for such surgery, or whether other methods, like IVF, may be better for you. Talk to your doctor about your particular situation.
