UROGYNECOLOGY: STRICTURE AND CYSTOSCOPY - Looking for a doctor's response

I have a long standing relationship with my current urologist, and his treatment of me works but he NEVER really explains to me what is going on. I'm hoping someone can help...

In 2002 I got a urinary tract infection and was being treated by my GP. It turned out that whatever bacteria it was was resistant to the antibiotic...long story short, it was more than a month before the urinary tract infection was properly treated and clear. Pretty miserable. Even after this, I felt as though I still could not empty completely. I was referred to this urologist, who did a cystoscopy. Afterwards, he told me that I had "a bit of stricture" and that it was "probably caused by the urinary tract infection and that he either dilated or distended (can't remember which) it and that I should be fine from then on. On my way out I asked the nurse if I should worry about this inthe future, and she did say it could recur.

Fast forward to 2005 - same thing, got a urinary tract infection and even after I gave a clean culture post antibiotics, still felt as though I was not empty completely. Went back to urologist, he did the cystoscopy, this time didn't say whether or not he saw a stricture, but I felt better and on my follow up my sonogram no longer showed that I was retaining urine.

Fast foward to now. Same thing - urinary tract infection and after treated I still couldn't empty completely. Went back to the urologist and his office was the very busiest I've ever seen it. There weren't even enough chairs in the waiting room - people were standing. He again did the cystoscopy but this time he was obviously in a rush. In the past he would say "tell me when your bladder is full" and he wouldn't stop with the water until I said it was. He didn't even do that this time. I'm not sure how long he was filling me with water, but I know he didn't fill my bladder until I had the urge to urinate. He said that my bladder looked fine, to come back in a few weeks and if it didn't work I'd have to go to the hospital for a full bladder distention. He then rushed out before I even had ten seconds to ask him anything.

Here are my questions....is it normal to have stricture post urinary tract infection if you previously had stricture from that? Second, is it possible to "distend" or "dilate" the urethra without fully filling the bladder? Third, he has NEVER suggested bladder distention in a hospital before - why is he mentioning this? Finally, exactly how much urine is it normal to retain in the bladder?

I do plan to call and try to get him on the phone on Monday...but in the meantime, I'd love it if someone might offer their own insight.
