PREGNANCY: 16 weeks and carrying really low

I am currently in my 16th week of pregnancy and am still carrying REALLY, REALLY low. When we hear the heartbeat, it is slightly above the pubic bone. This causes severe discomfort if standing or walking for extended periods of time. Also causes severe discomfort when my bladder is full. Well actually, my bladder feels full all the time, so I'd say most of the discomfort is when I have no choice but to hold it in until I can reach a bathroom. I had to hold it in for about 20 minutes the other day. I literally felt like I was going to burst and go all over the place. Once I was able to reach a bathroom I sat there for atleast, I mean atleast, five minutes before I could go and when it started flowing it was the slowest stream I've ever had and took forever. It wouldn't even empty. My questions is if this is normal? The last I saw my doctor was a week ago and he was even suprised for the baby to be as low as it was, but offered no assurance it was normal or not. Should I be concerned with this situation? I thought that starting at 15 weeks the baby starts to position himself and moves up?
