PREGNANCY: Sedation for Cerclage

I am 25 years old, fourth pregnancy, one miscarriage, two premature births (first at 34 weeks second at 36) With my second child I had a rescue cerclage placed at 25 weeks (I was 3.5cm and 50% effaced) and was put fully under anesthesia during the procedure. I will be going in for a planned cerclage at 15w5d on Tuesday. When I asked my provider what kind of sedation she uses she said she only uses spinal or epidural for the procedure. When I told her I would not sign consent for a spinal or epidural she gave me a look that kind of said "You have had two children yet don't want an epidural?" (I guess she couldn't believe I had delivered two children without any medications at all) My question is this: Is this too early in the pregnancy to use a general anesthesia? During pregnancy is conscious sedation an option without causing any ill effects on the baby? I am also being treated for high blood pressure, so that may have an effect on the surgery and decisions made, but I would prefer to avoid any kind of spinal needles. This is the first hurdle I have to get over during pregnancy, so once I get through this, I will probably have a few questions about other things. Thanks in advance for any answers from anyone. I would really love to go in on Monday when I see the doc to sign all the paperwork the day before with some info on other sedation options beside the spinal and epidural.
