what's the likelihood of hidden abnormalities...?

I was just wondering, if someone has a pap smear and it comes back as LGSIL, what is the likelihood that there might be an even worse abnormality (like HGSIL) underneath the surface? I've read that about 25% of women have a worse abnormality hiding beneath the surface; but I just want to know if this happens to alot of women, or only a small number of women?
