Sue,

The reason that they don't allow the sip of water is so that you don't have problems with the anesthetic such as throwing up your stomach contents.

As for some of the side effects of the anesthesia when waking up: well, one could be some nausea, another might be chills. Those are just two examples of things that could happen. I have never experienced the post-anesthesia nausea but I have friends that have. I experienced the chills afterward though and it wasn't fun.
