Skin tag? Warts?

I had my annual today with a new doctor who was a bit odd. He was nice, but while giving me a breast exam, after he finished with the first breast, he tickled me. That was weird, but I didn't think much of it. He did the pap smear differently than others I had as well, it's hard to explain, just "felt" different. Anyway, after it was over, he came back in and said that I had vaginal warts. I've never been told this before and I have had about 12 pelvic exams over 2 years. Anyway, I asked him if he was sure and he said, well, it could be a skin tag, you can't really tell without a biopsy. My husband is the only man I have ever been with and he's never cheated on me and I've never noticed anything odd on his penis. The doctor told me to get a mirror and look when I got home, well, I did, and all I saw was something that looked like excess skin. I also think that I've had this for a while, even before I became sexually active. My questions:

Shouldn't a doctor be able to tell the difference between a skin tag and a wart?

Why wouldn't anyone else have noticed this? It's never been brought up to me before and all my paps have always come back normal.

Is it possible that I could just have excess skin around that area that makes it look like a tag or wart?

Anyway, I'm thinking about getting a second opinion. I would hope that a doctor would know the difference, he didn't seem to be able to tell me anything about what it truly was. Also, he is a DO, not an MD, what is the difference?
