A colpo is not going to trigger preterm labor (it is no where near as stimulating as intercourse, which is perfectly safe for most women, for example), and I usually do not do biopsies this late in pregnancy, though they are generally well tolerated. They just are not likely to change the way I going to do things, and so are unnecessary. If there was something at the time of colpo that was really concerning, I might biopsy then. Pre-invasive cervical disease does not increase your risk of C/S.
