2nd Opinion for cervical cancer?

My mother received biopsy results back for a cervical biopsy. From what she is telling me, it is malignant cells but doctor says they are localized so they can do a procedure to remove just those cells, and there is a 10-40% chance that it can return.

I am concerned because she has not gotten a second opinion on the biopsy results. My question is how 'subjective' are biopsy results to read? >From what I have heard, what one person interprets could be
contradictory to another's opinion. So is this true and if so do you generally recomend a 2nd opinion on biopsy results and course of action?

Second question, I would like her to seek out a specialist at least to perform this. How difficult is that procedure and if it were your mom,would you suggest trying to see a specialist from one of the top nyc hospitals (we live close) or is she fine with her regular doctor?
