Inconsistent Bone Densities

After taking Fosamax and calcium, eating soy, and exercising (treadmill) regularly for over two years, the bone density in my spine has improved by 8%, but the hip bone density has decreased by over 8%. The spine is slightly below and the hip is over 3 s.d. below the reference population. Is there a reason for the inconsistent improvement, and is there anything other than estrogen replacement that is likely to help? Thanks.
